Will Tom Urtz Jr. ask a question in his title that he doesn't answer rhetorically?

Sure thing, Tom. Where age constructions are concerned, only post-noun adjective phrases ("23 years old") are not hyphenated. Nouns ("the 23-year-old") and pre-noun adjective phrases ("the 23-year-old blueliner") are hyphenated.
